pip 升级问题 'NoneType' object has no attribute 'bytes'

使用pip 安装程序装appuim  提示我须要升级pip，python 在网上拿来的脚本直接执行：pip install --upgrade pipapp 结果报错：AttributeError: 'NoneType' object has no attribute 'bytes'ui 继续网上搜索，使用脚本：python -m pip install -U pipblog 更新成功，继续安装去
