pycharm升级pip报错：AttributeError: 'NoneType' object has no attribute 'bytes'

pycharm中使用pip升级命令后， settings中是新版本，但在控制台使用，就提示新版本没法使用，一直提示旧版本在使用中，报错python AttributeError: 'NoneType' object has no attribute 'bytes' pip升级命令web python -m pip install --upgrade pip 网上查找大多没法解决，偶然看到一个新命令
