Unable to load configuration. - [unknown location]
解决问题步骤：spring
第一，jar包冲突，检查项目中的jar包是否同时有 api
xerce.jar和xml-apis.jar这两个jar包，有的话删除xerce.jar
第二，缺了包，检查struts.xml中是否有配置spa
有的话看看项目中是否有引入struts2-spring-plugin-2.1.6.jar，没有的话引入便可code
