在使用Git提交代码的时候遇到 The "effective" tab shows you the effective values ofr the current scope(read-only).的问题，如图： 解决方法：            右击Git -> setting -> Git  先选择Gobal，输入用户名（Git用户名）和邮箱（自己随意填写），如图： 点击应用即可完成。 希望
