双击startup.bat启动Tomcat，一闪而过

双击startup.bat,一个黑窗口一闪而过，且Tomcat启动失败 在cmd中运行startup.bat报错Neither the JAVA_HOME nor the JRE_HOME environment variable is defined At least one of these environment variable is needed to run this program
