解决办法：在Tomcat下面运行时，我们需要将Target runtime要改成Apache Tomcat，创建项目时选择Apache Tomcat9.0，按照如下操作后就可以正常启动了。  在通过如此方法创建项目后，再次执行Add and Remove...，此时就成功了，成功后显示：
