1.ORACLE_HOME 没有指定为tnsping 命令所在的ORACLE根目录 

   例如应该指向的目录：ORACLE_HOME=/u01/app/oracle/product/11.2.0/db_1

2.ORACLE_HOME/network/admin 没有放入变量环境
