1.把requirements.txt放到 pip.exe 目录文件下，我的是在C:\Python36\Scripts下 2.cmd中路径移动至该目录下后再执行 pip install 等等。如：C:\Python36\Scripts>pip --default-timeout=100 download -r requirements.txt -i https://pypi.tuna.ts
