windows，php5升级php7 openssl报错disabled

本地wamp环境，添加了php7 在laravel中使用redis，报错【Call to undefined function Illuminate\Encryption\openssl_cipher_iv_length()】 在命令行运行【php -m】 可以查看到 openssl 扩展是加载到的； 查看phpinfo，发现上openssl提示disabled ----------------
