tensorflow安装过程中 pip is configured with locations that require TLS/SSL问题解决

在安装tensorflow2.1过程中出发一下问题： 原因是在以前安装过python环境 存在pip同名的情况，已我的为例子修改稍微pip命令即可：（我这次安装得到python环境为3.7 pip经过查询为pip3.7）
