安装 postgresql 报错 "An error occured executing the Microsoft VC++ runtime installer"解决方法有二：
一、Go to file %windir%\inf\wsh.inf, right click and select 'Install'
既windows\inf\wsh.inf
二、管理员运行cmd，工做目录切换到postgresql安装文件所在目录，运行
postgresql-8.4.2-1-windows.exe --install_runtimes 0 注意install 前面是两个-符号sql
